OK, I'd say put it where Eclipse puts it

Rationale:
    - Designer is a plug-in to Eclipse, not to Notes
    - You want to help notes developers move to Eclipse
    - You want to also target devs who are familiar with Eclipse
    - You will one day support DD as an Eclipse plug-in to a developer's existing eclipse environment (and I hope you don't/haven't locked the product out of doing this)
